Policies and Measures on Improving Quality and Efficiency of Industrial Parks
Chapter I General Provisions
Article 1 In order to thoroughly implement the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee, adhere to the general tone of seeking progress while maintaining stability, insist the new development concept, efforts will be made to promote the high-quality economic development of Zengcheng District with industrial parks as carriers and give full play to the role of industrial parks in promoting the regional economy. In this sense, policies and measures have been formulated in accordance with the relevant provisions of theImplementation Opinions on the Renovation and Promotion of Village-level Industrial Parks in Guangzhou, Action Plan for the Pilot Work of Improving Quality and Efficiency of Industrial Parks in Guangzhou and Measures for the Administration of Supporting Funds for Investment Promotion in Zengcheng District of Guangzhou.
Article 2 This Policy is applicable to industrial headquarters economy in village-level industrial parks, Xintang Environmental Protection Industrial Park and existing parks that implement "industrial land transformation " and "industrial land transforming to emerging industry", as well as the reserved land or inefficient idle factory park located within the industrial area of Zengcheng District, which has been transformed and upgraded for industrial agglomeration under the leadership of government departments (excluding the lands that have signed relevant investment promotion agreements and have not met the agreed output conditions); This policy is also applicable to contiguous areas outside the boundary during the renovation and upgrading of the parks.
Chapter II Construction of Parks and Projects
Article 3 The relevant offices of the Development Zone, town and street government (hereinafter collectively referred to as local authorities) shall, in accordance with the provisions of Article 2, lead the determination of the industrial park suitable for transformation and upgrading, and guide the park to select one or more operating agencies to be responsible for the transformation, construction and management. The operating organization shall sign a cooperation agreement with the local authorities, accept unified management, and build teams for investment promotion, publicity and planning, and enterprise services, which can provide necessary value-added services for enterprises in the park. The park can be stationed by a single enterprise or an enterprise group and be operated for its own use, without the need to build and manage it according to the mode of operation organization.
Article 4 The park’s operation organization guided by the local authorities shall prepare its construction plan, the main contents of which include the introduction of the operation organization, site selection, floor area, construction area, factory structure, infrastructure supporting facilities, renovation plan, proposed leading industries, etc., and then organize the implementation.
Article 5 New enterprises entering the park shall meet the following basic conditions:
(a) Industrial and producer service enterprises with sound financial system, independent legal person qualification and independent accounting within the scope of the park in terms of registration, tax collection & management relationship and statistical relationship.
(b) Comply with the requirements of the Environmental Protection Law of the People's Republic of China and the Environmental Impact Assessment Law of the People's Republic of China, and implement the environmental impact assessment and the "Three Simultaneities" system.
(c) According to the regulations of the credit management department, the enterprise has not been included in the "blacklist of joint disciplinary actions against dishonesty".
Article 6 New enterprises entering the park shall first complete the following matters:
(a) Sign an Entering Agreement with the local economic management department or the park’s operation organization cooperating with the local authority.
(b) Complete EIA and other procedures according to the provisions of industrial and commercial registration.
(c) Industrial enterprises shall have project investment filing in Guangdong Province's technological transformation monitoring system (website: https://22.214.171.124/portal); If the investment in fixed assets exceeds RMB 5 million yuan, the application shall be submitted to the local economic management department.
(d) Register on the website of the National Comprehensive Credit Service Platform for SME Financing (Guangzhou Station) (website: https://www.xinyidaigz.com/).
Article 7 TheDistrict Bureau of Science and Technology, Industry, Commerce and Information, the local authorities and the park's operating agencies shall jointly carry out the project introduction and examination. Priority will be given to the introduction of projects with high-quality development characteristics such as "new technologies, new industries, new formats and new models", including but not limited to IAB and NEM industrial projects, new-generation information technology, biomedical and health care projects, and industrial chain cluster projects.
Article 8 No organization or department shall make any form of apportionment of the park, including but not limited to requiring the provision of public supporting properties, participating in various local funds, arranging various sponsorships and donations, etc.
Chapter III Park and Project Support
Article 9 A "Special Fund forImproving Quality and Efficiency of Industrial Park with Support Funds for Investment Promotion in Zengcheng District of Guangzhou" (hereinafter referred to as "Industrial Park Funds") shall be established to support relevant enterprises in the park according to conditions.
Article 10 The following support shall be given to the introduction of newly registered enterprises in the park from 2020 to 2022 within the validity period of this policy:
(a) If the factory building area of the park leased (the purchased can be regarded as the leased, the same below) by the enterprise exceeds 4000 square meters in the year of new registration (the area is not limited for those with outsourcing processing business), a one-time subsidy of 10% of the total cost will be given according to the expenses invested in the relocation and purchase of relevant equipment of the enterprise, the upgrading and renovation of the site, and the construction of GMP level clean workshops, with each enterprise not exceeding RMB 600,000 yuan.
(b) If the enterprise has been included in the "Four-Type" enterprise statistics (industrial enterprises above designated size, construction enterprises with qualification grades, wholesale and retail catering enterprises above designated size, and service enterprises above designated size) for the first time, it will be given another one-time reward of RMB 100,000 yuan while enjoying the relevant provincial, municipal and district entry awards.
(c) If the main business income or output value of the enterprise (industrial enterprises shall be subject to the output value and non-industrial enterprises shall be subject to the main business income, the same below) exceeds RMB 100 million yuan for the first time, a one-time reward of RMB 500,000 yuan will be given.
(d) If an enterprise above the scale of the scale is recognized as a national high-tech enterprise for the first time, it shall be given a one-time reward of RMB 100,000 yuan while enjoying the relevant recognition awards granted by the province, city and district.
(e) If the enterprise maintain steady growth year by year after being included in the statistics of "Four-Type" enterprise, the following 5 items of support shall be given for two consecutive years (not exceeding the validity period of this policy) according to the conditions.
1. If its main business income (or output value) in the current year is less than RMB 100 million yuan, with a net increase of more than RMB 20 million yuan compared with the same period of last year, or the main business income (or output value) in the current year is more than RMB 100 million yuan, with a year-on-year increase of more than 20%, a monthly rental subsidy of RMB 10 yuan per square meter in the current year shall be given according to the actual use area of the leased factory building, with each enterprise not exceeding its contribution to the local economy in the current year.
2. If the main business income (or output value) of the current year increases by more than 15% year on year, the reward shall be given according to 30% of the local economic contribution of the current year.
3. If the main business income (or output value) of the current year maintains a positive growth year on year, the senior executives and R&D personnel of the enterprise shall be rewarded according to 20% of the local economic contribution of the current year; The reward amount for senior executives and R&D personnel shall be allocated by the enterprise itself, and may be transferred to the personal accounts of senior executives and R&D personnel in one lump sum after deducting personal income tax as required (the allocation method is the same below).
4. If the output value of an industrial enterprise increases by more than 20% year-on-year in the current year, the investment in fixed assets of technological transformation projects exceeds RMB 5 million yuan, and completes the filing and above-scale investment acceptance of technological transformation projects, subsidies shall be given at 10% of the project investment, with a maximum of RMB 500,000 yuan and no more than its contribution to the local economy in the current year.
5. If the proportion of R&D investment in operating income in the current year is higher than 3% and is included in R&D statistics, subsidies shall be given according to 10% of the total R&D investment of the enterprise, with a maximum of RMB 500,000 yuan and no more than its contribution to the local economy in the current year.
Article 11 The implementation of rewarding investment promotion and enterprise introduction. We encourage park operation agencies, upstream and downstream enterprises in the industrial chain, and investment promotion agencies (hereinafter collectively referred to as “Introducers”) to introduce enterprises to settle in the registered park (excluding enterprises in the zone moving in or enterprises in the zone re-registering). Among them, if a foreign-funded enterprise is introduced and the paid-in registered capital of the enterprise is not less than USD 5 million, the introducer shall be rewarded at 7 ‰ of the paid-in registered capital of the introduced enterprise within 3 years (not exceeding the validity period of this policy) (which may be applied on an annual basis); If a domestic enterprise is introduced and it reaches the "Four Type" standard within 2 years of registration and is included in the statistics, the introducer shall be rewarded according to a certain proportion of the output value or operating income of any year within 3 years after the registration of the enterprise (not exceeding the validity period of this policy), of which the introduction of industrial enterprises shall be rewarded according to 5 ‰ of the output value and the introduction of producer service enterprises shall be rewarded according to 3 ‰ of the operating income. If the introducer of a foreign-funded enterprise does not choose the introduction award of a foreign-funded enterprise, the award may be given according to the award standard of introducing a domestic-funded enterprise.
Each of the above awards shall not exceed RMB 2 million yuan, and the introducer may give 20% of the investment promotion award he received in that year to his senior executives. The introducer shall report to the local authorities in advance and obtain the approval of the project investor when introducing the enterprise; An enterprise can reward at most one introducer.
Article 12 To support the development of industrial headquarters economy in the park, industrial enterprises in the park are encouraged to upgrade to be above designated size by entrusting enterprises outside Zengcheng District or enterprises below the scale within the district to process, and for those that realize the output value increase of more than 10% in the current year by entrusting enterprises outside Zengcheng District or enterprises below the scale within the district to process after the upgrading, the following rewards shall be given:
(a) Subsidies shall be given to 3% of the industrial added value converted from the output value generated by the entrusted processing in that year, with each enterprise not exceeding RMB 10 million yuan per year.
(b) The enterprise shall be rewarded by 80% of its contribution to the local economy generated by the entrusted processing business in the current year , and 20% shall be rewarded to its senior executives and R&D personnel.
All support policies in Article 10 and Article 12 can be enjoyed at the same time, but the total amount of awards and subsidies in Article 10 (b) (d) (d) (e) and Article 12 (b) awarded to a single enterprise in the current year shall not exceed its contribution to the local economy in the current year.
Article 13 The relocation of existing enterprises into the park is supported. If existing enterprises move into village-level industrial parks and Xintang Environmental Protection Industrial Park, they are equally applicable to the support policies of Article 10, but the "local economic contribution" in that year shall be subject to the value after deducting the corresponding local economic contribution in the year before its entry. The "first-time exceeding RMB 100 million yuan" in Article 10 (c) shall be adjusted to an increase of RMB 100 million yuan on the basis of the main business income (or output value) before the enterprise moves in. According to the policy of Article 11, when calculating the standard of paid-in registered capital, output value or operating income of the enterprise, the investment promotion introducer shall deduct the corresponding value of the year before entering the park.
Article 14 In order to reduce the rent pressure of the enterprise enters in the park in the current year, the park operating agencies are encouraged to give rent relief or defer payment, and on the premise that both the park operating agencies and the newly entered project reach an agreement, part of the rewarding supplementary funds will be directly allocated to the park operating agencies in the following year.
Article 15 For enterprises with household registration demand in the park, according to the Measures/Plans for the Household Registration for Introducing Talents of Total Amount Control Category in Zengcheng District, a certain number of household indicators shall be arranged for management personnel and technical personnel who meet the application conditions and not registered in Guangzhou yet. At the same time, for enterprise in line with the condition of entering the park. a certain number of admission vacancies will be given every year to non-Guangzhou registered employees with children for admission to the starting grade of compulsory education in public schools. The admission vacancies are determined by the local authorities according to the recommending list of enterprises, which will be sent to theDistrict Bureau of Science and Technology, Industry, Commerce and Information for review and then sent to the District Education Bureau for relevant follow-up procedures.
Chapter IV Work Progress
Article 16 TheDistrict Bureau of Science and Technology, Industry, Commerce and Information is responsible for the overall implementation of these policies and measures; Every year, the annual application guide for industrial park funds shall be published regularly, specifying the application time, procedures, application data requirements, operator and contact information, etc.; Eligible application enterprises must submit application materials according to the requirements of the annual application guidelines.
Article 17 A joint meeting system shall be established, and the leaders in charge of the district shall convene relevant departments to study and solve the problems existing in the renovation and upgrading of the park as well as the introduction and construction of projects.
Chapter V Supplementary Provisions
Article 18 If one project and one matter conform to many provisions of this policy and at the same time conform to other supporting policies and regulations in Zengcheng District (including the policies and regulations requiring the district to support or undertake funds by higher authorities), they shall be supported in accordance with the highest standard instead of repeated support, except as otherwise provided.
Article 19 Enterprises financially supported by these policies and measures have the obligation to cooperate with relevant functional departments or entrusted third-party institutions in the region to do a good job in the inspection of the use of funds, performance evaluation, auditing and other related work. If an enterprise has resorted to deceit in applying for support projects and refuses to cooperate with supervision and inspection, it must return the supporting funds it has enjoyed.
Article 20 This Policy shall come into force as of the date of promulgation and shall be valid until December 31, 2024.
